Never forget that this dude did the unthinkable by implanting his mind into Peter's body shortly after the hero's death and taking over his position to become the "Superior" Spider-Man. With all the money pouring in from Oscorp and the technological advancements being implemented into the company itself, it's no wonder why Norman Osborn's crime-ridden alter-ego is outfitted with so much firepower.
